If it is, then you shouldn%26#039;t be thinking of running a business or a community website if you can%26#039;t even afford a domain name. You WILL encounter legal issues, not to mention other costs, and it%26#039;s just not possible to run a business or something similiar for free.

If this is a community website, like if you want to create a game website, I wouldn%26#039;t suggest it if you don%26#039;t know how to web design. Now, I don%26#039;t know what your web design skill level is, but I%26#039;m guessing that you don%26#039;t have a clue how to web design if you%26#039;re asking for free web design.

And by the way- a hosting company wouldn%26#039;t have a design service, you would need to go to a different company for that, and if you say to them-
